first row not skipped when 2 input files are in control file

Thank you in advance for taking a look at this and possibly helping me out!!
I have 2 Input files in my control file. I am trying to skip the first row in each input file. It does skip the 1st row in the 1st file, but not in the 2nd. I added a WHEN to try make it skip the header, but that also has undesirable results.
