First install but couldn't access to http://127.0.0.1:8080/apex/f?p=4950

Dear Sir/Madam

I installed on my computer the Oracle XE this morning and tried to display your HTML manager through the 'Get started' 'http://127.0.0.1:8080/apex/f?p=4950' url.

I face the following issue "This webpage is not available" on chrome and similarly on Firefox and IE.

Couldn't you tell me how to sort this out?
