First day of the month between 8am and 6:30 pm

DB Version: 10.2.0.4

Due to the nature of our business the first day of every month(Like today Sep 1st) , the DB will be very busy.
We execute a purging proc scheduled from Windows scheduler every 5 minutes every day.

But on the first day of every month (Like today Sep 1st), if it is a weekday (Mon-Friday) we don't want this proc to be running between 8am and 6:30pm evening.

So, i thought of including the logic within the procedure itself .

How can i implement this?
