Find out when was an index dropped

Other then restoring. Anyway to find out when an index was dropped?

An index was dropped yesterday, Im trying to find out who and when, Id settle for the when. we run full cache tuning sets, nothing in those.

Oracle 12.1.0.2

RAC

standbys in place

No auditing.

Something around Segment tracking maybe?
