Filesystem Location of Theme Files?

I'm trying to customize a theme and in the templates it references files such like this:

<.img src="#IMAGE_PREFIX#themes/theme_12/ParentTabBase.gif" alt="" />

Where does this exist on the filesystem? What I have found to be $ORA_HOME/apex/apex3.0/apex/images/themes which lists all the theme folders and inside them are the files, but changing the files doesn't seem to affect anything.

Also when I copy a theme to a new ID number, lets call it 105, where are these files stored?
