File not found .\dbhome_1\ctx\admin\dr0ulib.sql.sbs

I am trying to install Oracle 12.1.0.1.0 database (Standard One) on an Windows 2012 R2 Standard Server.

And each time I get the following error:

"File not found E:\Oracle\product\12.1.0\dbhome_1\ctx\admin\dr0ulib.sql.sbs".

The Prerequisite Checks are met.

I am installing with administrator rights.

The 2 zip files are unzipped to the same directory, that is E:\Software\winx64_12c_database.

What am I doing wrong ?
