Field references column at a frequency below its group" Error

Why is it so hard for me to utilize multiple queries in a report (i.e. "What the &%#$* am I doing wrong?")

I'm trying to produce a summary report with quite a number of different fields and items. I have to join on over a dozen tables and because of the WHERE conditions it requires multiple queries. Everything works fine until I add fields from a different query and get the dreaded "Field references column at a frequency below its group" Error.

I would like to be able to do this w/o using the layout wizard and just manually add the frames to the layout and associate the fields (items) to the appropriate query. It doesn't seem to matter whether it's in a different frame or the same one containing the items from the previous query. I just feel like there must be something basic I'm missing. Can someone point me in the right direction?
