fiddling with datasource params

I'm trying to find out exactly what maxWait, maxIdle, and maxActive mean when configuring a DataSource in Tomcat 4's server.xml. I can guess maxActive and maxIdle, but it'd still be nice to see some official docs, and I'm not sure what maxWait is referring to. I've looked at the following links with no luck:

http://jakarta.apache.org/tomcat/tomcat-4.0-doc/jndi-resources-howto.html

http://java.sun.com/j2se/1.4.2/docs/guide/jdbc/getstart/datasource.html#999708

While we're at it, do you have a recommendation on whether I should just use the Commons DBCP with Tomcat 4, or if I should use the Oracle 10g one since I have that option? Thanks...
