I am setting up FDMEE for the first time and am running into issues at the very beginning. I've provisioned some users as admins and provisioning admins in FDMEE through Shared Services. Whenever one of those users tries to enter Data Management from the navigate menu they get the error "You are not authorized to access this page". I have no applications set up and these users are supposed to be setting them up from scratch. I am able to logon with the default admin account, but only as that account.
There are a number of essbase and planning applications that these users do not have access to, as we have a dozen or more. But outside of that they are provisioned the same as the default admin.
Is it possible that because I don't have any locations to assign users to that they need access to every available epm application in order to access FDM?
