FDM Application opening Error

Hi Gurus

I am getting below error when I click on FDM application (web client / workbench client).

Error1: Primary Load Balance Server is unavailable -- attempting to use Backup Load Balance Server.

Error: Retrieving the COM class factory for component with CLSID {E652643D-6CC1-48AC-915D-01842B04F292} failed due to the following error: 800700c1.

When I click on Oracle EPM systems->Financial Data Quality management to configure load balancer.It’s prompting below error.

Error 2: The application failed to initialize properly (0xoooo7b). click on OK to terminate the application.
</font>

Please do the needful.
