FATAL ERROR IN TWO-TASK SERVER: error = 12571

Hi,
Oracle 8i / Windows 2000 DB is runing in Archive log mode.
alrert log file contains ora02172.trc file which contains

'FATAL ERROR IN TWO-TASK SERVER: error = 12571'

what is the corrective action.
