Fast connection Failover in oracle restart environments

Hi All,

I am in the process of configuring Fast connection Failover using FAN in oracle restart environment with dataguard for Oracle DB 19c.

The Clients are JDBC thin client.

On going through Oracle 19c documentation the suggestion was to use LOAD_BALANCE=ON for Oracle restart dataguard environment.

How could we use LOAD_BALANCE=ON when standby database will be in mount state ?

I have checked 11g,12c documentation as well and all specify the same thing.

have anyone implemented the below and has it worked.I couldn't understand the intent of using LOAD_BALANCE=ON
