Failure to update the Organization

I am installing Sun Communication Suite6 update 2 on RHEL 4.5 with kernel 2.6.9.
I have successfully installed and configured suite , application server 9 update 1 and directory server 6.3.I am following the link

But the problem arise whenever I assign service allocat package to domain through Delegated Administrator GUI.I get the error " *Failure to update Organization*" whereas I am able to add new domain and create users .
If i use commadmin utility as
./commadmin user create -D admin -w adminpass -S mail,cal,im -H myhostname -B mydomainname -F Demo -L Two -l demo2 -W demo -d mydomainname -E Demo.Two@comms.beta.com
- I get the error " *service are not registered*"
Please help me.
