Failing to find Object Library/Template in Designer and Forms Builder 10g

I tried to generate a form from Designer (v 10.1.2.5) anbd got the following errors:

CDG-01069 WARNING: Module REPORTS_STD_CLYDE: Object Library/Template ofgwebtz.fmb does not exist in the Forms Path
CDG-01338 ERROR: Module REPORTS_STD_CLYDE: Failed to load form s:\e-Palms\Library_template\ofgwebtz.fmb
CDG-01281 ERROR: Module REPORTS_STD_CLYDE: Oracle Forms binary file for REPORTS_STD_2_1 has NOT been created

The library does exist in the given path, and I can browse to it from the options popup in Designer. Thinking that the problem was with my installation of Designer, I tried to load the previous verion of the .fmb file into Forms Builder to amend and compile it there , but I got the errors

when I tried that. I only infrequently change the forms in my system, so obviously something has changed with the Oracle Developer installation since I last generated the form (circa December 2010!). Can anyone suggest what I should look for/change?
