Failed to start Listener using tnslsnr and Oracle Database using sqlplus

Hello all of you!

I've just installed Oracle Express 10g Express Edition on LINUX Mandriva 2006 but I am facing this problem when I try to restart oracle-xe service as follows:
[root@hysacam_nat ~]# service oracle-xe restart
Shutting down Oracle Database 10g Express Edition Instance.
Stopping Oracle Net Listener.

Starting Oracle Net Listener.
Starting Oracle Database 10g Express Edition Instance.
Failed to start Oracle Net Listener using
/usr/lib/oracle/xe/app/oracle/product/10.2.0/server/bin/tnslsnr and Oracle Express
Database using /usr/lib/oracle/xe/app/oracle/product/10.2.0/server/bin/sqlplus.
I can not even use the brower (firefox) to acess Oracle Express control panel at http://127.0.0.1:8080/apex : this message appear "connexion refused while attempting to contact 127.0.0.1:8080"

I am using a P4 machine with sufficient RAM and Disk space.
What should I do to correct the error?
