failed to start a managed process after the maximum retry limit

Hi,

Getting the following error

/app/oracle/product/101202/opmn/bin (OID)>opmnctl startproc ias-component=OID
opmnctl: starting opmn managed processes...

ias-instance id=infra.smtest02

Error
--> Process (pid=26032)
failed to start a managed process after the maximum retry limit
Log:
