Failed to connect using username with "Ñ" character ( example: NCHAÑI )

Hi,
I using SQL Developer 2.1.0.63 for connect to Oracle DB 10g R2, it function fine for all users except for user NCHAÑI.

If I use TOAD the connection is success, but not with SQL Developer, the error screen show:
"ORA-01017: invalid username/password; logon denied"

Others data:
SO: window XP english version
Regional Option: English (EEUU)

Where is the problem?
