Failed to connect to database instance: ORA-12170: TNS:Connect timeout

Error:

Failed to connect to database instance: ORA-12170: TNS:Connect timeout occurred (DBD ERROR: OCIServerAttach).

I have checked the Listner, it is up & running. Also I have checked accessing the database.

Any idea?
