failed start obiee server（nqSError：46063 cannot allocate any more operating system kernel resources)

I migrated biee 11G platform from hp-unix 11.31 to hp-unix 11.23 time, coreapplication_obis1 failed to start, bi server log is as follows

[36007] Loading repository ...

[14055] Loading subject area: SampleApp Lite ...

[14056] Finished Loading subject area:

[14058] Unload all subject areas.

[NQSError: 46063] Cannot allocate any more operating system kernel resources (eg mutex, thread, etc.).
