Failed Logon Delay in AWR report but no corresponding invalid login attempts in AUD$

Initially I thought we were encountering this issue due to the appearance of Failed Logon Delay appearing as one of the Top 5 Timed Events in my AWR report

Failed Logon Delay Causing Performance Hit (Doc ID 2246758.1)

but there are no corresponding entries in the SYS.AUD$ table to indicate invalid logins?

What else can generate this wait event then?

Hoping someone has encountered the same issue!
