I tried to install Oracle 12C Grid infrastructure for a cluster on 3 nodes.
The raw disks at /dev/raw/raw* are all belonged to oracle:oinstall and mapped to /dev/emcpower*, and all raw* disks are visible to all nodes. ASMLib is not used.
Here is the detail message from Prerequisit checks.
