Failback the VIP after a failover

Hi all,

I have 10gR2 10.2.0.3 RAC with Oracle Clusterware 10.2.0.3 on Sun Solaris 10 SPARC.
In testing the VIP failover, I have disconnected the physical public network cable from node2, after few seconds the VIP on node2 moved to node1 so now node1 have two VIP, now when I reconnected the physical network cable to node2, the VIP didnot go back to node2 and stayed in node1.

1. Is there a command in the Clusterware to manually failback the VIP resource?
2. Should the Clusterware failback the VIP automatically or not?
