We have a 2 NODE RAC and I have noticed that application connectivity is is only made with one node and the second node is kept on standby for failover

But right now I found that service1 is not running although the scan listener and vips are working fine.
when I try to
srvctl start service -d racdb -s service1
I get below error

CRS-2632: There are no more servers to try to place resource 'ora.racdb.service1.svc' on that would satisfy its placement policy
now there is no RAC load balancing as service1 can not be started. I have check different help article the permissioin on the oracle binary is ok but still facing this issue.
