Fail to connect to oracle DB but database can be tnspinged

Hi

please assist with the subjected, this is the scenario.

i am able to tnsping the database (which sitting on SAN) but i am unable to connect to it via sqlplus. the error i am recieving is as below:

ORA-12514: TNS:listener does not currently know of service requested in connect
descriptor

the command tnsping <SID> returns an OK result.

please assist as soon as possible!
