F10 not work on Windows XP SP2 Chinese Mandarin

Dear all,

I use Form 6i with patch 18
when i install my program on windows XP SP2 Chinese Mandarin, key F10 do not work.
the message : FRM-41000

Any body can help me?
Or i must use another key?
