SQL & PL/SQL

i inserted a file to blob using this procedure: http://arjudba.blogspot.com/2008/06/how-to-insert-blob-dataimage-video-into.html

then i want to extract it back to file using this: http://arjudba.blogspot.com/2008/06/how-to-insert-blob-dataimage-video-into.html

i manage to make this work on small files. When i tried inserting 20MB file it was success but when extract it back i'm getting this error:

Error at line 1
ORA-01403: no data found
ORA-06512: at line 37


from what i understand, the script is limited to a certain size... any other solution? thanks.
