Extract Fiscal Month Number from a Date

Hi,

I am using Oracle database version 11.2.1. I would like to calculate the fiscal month number from a date.

For example:

Date: 31/03/2013
Fiscal Month No: 12

The fiscal year runs from 01-Apr to 31-Mar of each year.
