Extra http://%%20 is being added

Hi Folks !
This is my problem ,
under windows 2000, and Oracle9i, I am developing Forms Builder. After compiling the Forms, each time when I want to run the Form, the application server adds an extra "http://%%20" to the beginning of that URL form, so that form can not be displayed.
The URL looks like:
http://%%20"http://mehdi-server:8889/forms90/f90servlet?form=C:\Oracle_Docs\Chapter5\Course.fmx&userid=SCOTT/TIGER@ora92gid&buffer_records=NO&debug_messages=NO&array=YES&query_only=NO&quiet=NO&RENDER=YES".
As you see there are two https there. Any idea, what it could be wrong ??? Am I clear ???
