Extra byte for Spanish language character

We have customers with Address1 in HZ_PARTIES containing the Spanish character "n" with tilde on top as in "Nuestra Señora del Rosario 420". When we extract the data to an output file to send to a third party, it writes an extra byte for this special character. The third party then takes this data, and sends it back to us for AR Lockbox purposes, so we receive back the extra byte. When we run Lockbox, the process rejects the records. I know it is this character because I made a copy of the file with the special character, deleted the special character, then retyped an English "n". The file loaded fine to Lockbox, just like all other files that never had the special character to begin with. We are getting all sorts of information about ANSI vs, UTF-8, and I created an SR. i tried changing my language preferences to Spanish and that didn't help either. Does anyone have suggestions on what to do to prevent the extra byte for this character?
