External Links don´t work

I´m working with FrameMaker 7.0 and WebWorks Professional 2003.
I´ve got a problem with external links on websites. They work in FrameMaker and in the single HTML-pages but not in the Oracle Help Viewer. Although the cursor becomes a "hand", nothing happens if I click on the link. No browser window opens. What could be wrong?
