Exress Data/Load error

greetings

I am trying to load a 5 mb csv file into a new table and I get a web page error "cannot find server, page cannot be displayed" on my local host http://127.0.0.1:8080/htmldb/wwv_flow.accept , I can however load a smaller 10k csv file.

Should I be using command line or sql loader to load large files? I did not read in the documentation any limitations on file size using the HTML DB tools? Nor did I see any configuration setting for max file sizes.
