Export/Import Workflows in 23.2

Hi,

I am having issues importing a workflow to my testing environment. The only difference between the two is that I had removed some inactive dev versions, and renamed the active versions.

Dev Version

UAT Versions

I've attached the debug from when I try to import the component (with the task definitions) to UAT.
