export history table with over 200 columns to CSV file

I need to export a history table with over 200 columns and 100mill rec'ds to a csv file. Too many columns to spool output.
I tried to use the dump_csv procedure. I get the invalid path error. I've seen the referrals to "ASKTOM" , I am not a DBA and can not create the directory path. I can not believe, ORACLE does not have a package that does this. I do not want to use TOADs right click and save. I want to automate this. Can someone help me please. I am using 10g.
