I want to implement a delay after each failed login attempt. I see that when a login fails, a countdown is displayed in the error alert, but it doesn't seem to have any affect. How do I actually prevent any input or submit until the countdown has expired? I created a test case on apex.oracle.com if anyone wants to verify the behavior.
