expdp sample

Hi,

I'm just searching a solution for exporting just a part of a schema as dataset in development enviroment. datapump has a parameter SAMPLE that lets you export just a sample of e.g. 5 % of a schema. Do I understand it right that the sample would be just 5 % per datablock and that this would not be a consistent in terms of foreign key etc?
