EXP-00017,ORA-00439,EXP-00000 when exp TABLESPACES??

exp \'/ as sysdba \' TRANSPORT_TABLESPACE=y TABLESPACES=users02 TTS_FULL_CHECK=y file=$HOME/ts.dmp

and the errors happened:
EXP-00017: feature "Export transportable tablespaces" is needed, but not present in database
ORA-00439: feature not enabled: Export transportable tablespaces
EXP-00000: Export terminated unsuccessfully

How come?
