Executing catpatch.sql and catcpu.sql needed ???

hello,

I have installed oracle 9.2 and i upgraded to 9207 and then applied the Apr2007 CPU. After all these i created the database.

My concern is do i need to run the catpatch.sql and catcpu.sql.
