exec_sql.describe_column raises error ora-24338 on forms 11.1.1.3.0

After upgrading from weblogic/forms&reports *11.1.1.1.0* to version *11.1.1.3.0* we are unable to use exec_sql.describe_column.

Even in a small test-case (based on the exec_sql demo by francois degrelle) it raises the ora-24338 error.
The same source code works without problems on iAS 10 and even on forms 6i (Client/Server).

Is there something wrong with our installation of weblogic 11.1.1.3.0 or is anybody else also experiencing this problem ?
