Excessive Windows Port usage

We have another application that needs to bind to an iana registered port but is failing to start because oracle is tying up that port.

Looking at nestat -o, oracle is tying up ports from 1521 through 1584.

Is this normal for oracle to tie up 60+ ports?

is there something we can configure in listener.ora or otherwise to ignore certain ports?
