Excel load data and apex item passing value through apex page

How can load dept master table REF_KEY to employees details table through the data load or excel import option.i could add(DEPT_ID) one by one row through apex page using model dialogue option.

I expect import excel sheet that P16_DEPT_ID value to pass in Dept_id_fk columns the following sheet.
