Excel cannot access WebADI.xls. The document may be read-only or encrypted.

I've set up Internet Explorer and Excel settings as per Oracle to allow download of Desktop Integrator files, but I get the above error whenever I try to create the document for any seeded or custom integrator.

I've developed quite a few custom WebADI's before so am familiar with the process, and I've connected to this instance before and downloaded WebADI files successfully while connected in the office, but am now setting up a remote desktop connection over VPN and I am getting this error.

I cannot find anything on Oracle support or google to indicate what is wrong with my setup. Any help from the community?
