Euro and WE8ISO8859P15

Hi,

database was created with WE8ISO8859P15. Client uses iso 8859-15 encoding.
When entering the Euro symbol € with sqlplus, it shows an upsidedown ? when selected.
The Hexcode entered is X'A4' oracle stores X'BF'

What am I doing wrong?
