ETL into Data warehouse using pl/sql

Hi,

I'm fairly new to Oracle data warehousing, although I'm quite familiar with relational DBs as an ODS. I was wondering abt the followng:

1. How feasible it is to design a complete DW schema and related ETL process using just PL/SQL and sqlplus scripts?
>We're thinking in the long term if it makes sense to use a tool, then might as well invest the time\effort into it from the get go.

2. If not feasible to use PL/SQL, any suggested tools which don't cost an arm and leg?
>How is OWB 11g?


3. Are there any examples\books for how to go about designing the ETL process into it the DW using PL/SQL?
>When to generate surrogate keys?
>Staging tables
>SCD dimension population
>etc.

We have a fairly complex ODS database with about 90 tables.
