Exporting data from one cube and loading it to another cube. but loading to single version, entity and Account in target cube.

This is my Rules File with the data file imported:
this all looks great.
However, when I try to load the data, I get this error:

Unexpected Essbase error 1019026
I have tried deleting all the double quotes in the file. Checked the the file encoding. Tried with the target version, entity and account as Header Definition.
What is the issue? Why does the rules file read the entire row as one member. This is especially puzzling because in the GUI it shows all the fields properly separated.
