Escalating privileges from the OS to the DB

Currently, our Linux administrators can escalate their privileges from the OS to the database via the "Oracle" Linux account to any generic database account (e.g. sys, system, etc.) because no password is required from that vector. Is there a configurable setting (or other option) that can be changed to require authentication when attempting to access privileged database accounts from the "Oracle" Linux account?
