errors to connect system/123

hello
i am problem to connect Oracle Database 10g Express Edition
errors:
SQL>connect system/123;
ORA-01033: ORACLE initialization or shutdown in progress
or occasionally
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
pls help
