error with sid

I have oracle services started from the control panel. My database is Oracle7.3.4. However when i try to get into the server manager(SVRMGR23), i get the following error

ORA-09352: OracleService<sid> has not been started

and comes to svrmgr> prompt

What could be the problem. The oracle_home and oracle_sid environment variable have been set.
