Error while running RCU.bat :- Common user error

I want to create the agent in odi so i am runing RCU.bat file from /oracle_common/bin since i am using oracle 12c i am getting this error

I am using sys as sydba connection for it.

i am getting the following error while RCU tries to create DEV_STB user, if i ignore all the errors at last the task gets failed, any help and explanation is appreciated.
