Please find below error while Provision user into Siebel application

IAM-4060004 : An error occurred in oracle.iam.provisioning.handlers.ProvisionAppInstanceActionHandler while provisioning application instance with key 3 to user with key 74218 and the cause of the error is An error occurred in oracle.iam.provisioning.spi.DOBProvisioningMechanism/provision while provisioning application instance with key 6,151 to user with name ZUBAIR.KHOKHAR the cause of error is oracle.iam.provisioning.exception.GenericProvisioningException: Thor.API.Exceptions.tcRequiredDataMissingException.
