Error while connecting Weblogic sever (Cannot access NLS data files or invalid environment specified

Hlo everyone

i am using jdeveloper 12.2.1.2.0

The problem is

Last day i am facing same problem (Cannot access NLS data files or invalid environment specified) while connecting jdeveloper to database and solved by following the instructions of Mr. @"Cvele_new_account" describe in the following link

ORA-12705: Cannot access NLS data files or invalid environment specified ??

now facing the same problem while connecting weblogic server to database OR when i try to deploy my application on server...

kindly provide some solution ,
